Native "XML stack" support off the JVM #3

Many XML technologies (Saxonica's XSLT 3.0, OxygenXML, MorganaXProc, XML Calabash, the catalog resolver at XMLResolver.org, etc.) depends on the JVM. While it's true that there are older versions of processors (xsltproc, for example) that are native applications, most modern development appears to be focused on the JVM.

Both because the changing licensing conditions of the JVM introduce a level of uncertainty about the platform, but also because diversity is a good thing, it would be nice if the full XML stack was available more natively.

Implementations in rust or go, for example.
