.Net: AzureAIInferencePromptExecutionSettings doesn't have 'ReasoningEffort' #12844

Description

The upgrade to Aspire 9.4 has prompted me to switching over to AI Foundry as this seems to be where it's pushing you in Azure, and where new stuff/features live. Thus I've started swapping in the integrations and libraries for that, and changing over semantic kernel to use AzureAIInference related things (the library landscape in .NET is pretty confusing).

I'm using o4-mini with reasoning effort on 'low' which seems to give me good results, but there doesn't seem to be a reasoning effort param on 'AzureAIInferencePromptExecutionSettings'. Is there another way of doing it now?
