TOSA Dialect

Hi, Is there any significant reason why it is still not included in the wrapper?
I think it's worth adding the TOSA dialect to C wrapper even if it has some rough edges.

It can be probably also resolved some issues:
mlir-rs/melior#371

I was looking into this and this seems related: llvm/llvm-project#82190
The TOSA.h header doesn't even exist in upstream llvm at the moment
