Need support to figure out which license is for which part of this model

The license field licenses array of string, OPTIONAL is an array of strings, but which license is for which part of this model is not clear. For example: may licenses 1 is for model, license 2 is for code, license 3 is for dataset. Shall we need to find a way to support this?
