MSYS2 mingw-w64-ucrt-x86_64-emacs fails creating emacs.exe link from emacs-30.1.exe

Description / Steps to reproduce the issue

OS: Win11 Pro version 23H2 Windows exp. package 1000.22700.1106.0
MSYS2: UCRT version, Catalan language (caES)

There's a zero length emacs.exe file in the downloaded package, and installing it sends a warning of non-accessible data for file emacs.exe, ending with no emacs.exe file.

Linking (softly) emacs.exe to emacs-30.1.exe seems to solve it.

My MSYS2 environ is running slower from last updates (a month or so), but it could be an (usual) wupdate untuning.

I'm afraid the problem is extensive to many other packages; find attached screen captures of mingw-w64-ucrt-x86_64-gcc package install, and how the issued files are empty sized in the package itself...
Captures in catalan, apologies; but the messages are something like "Warning: no info disposable for file..." for first group and "Warning: warning extracting .. (Can't create ..)" for the second.

NOTE: I've deleted packages cache (with pacman -Scc) and updated the system (with pacman -Syuuv) previously to re-install mingw-w64-ucrt-x86_64-gcc and take the attached screen captures...

I think those are supposed to be hardlinks. What kind of filesystem is this on?
