Update link to Harmony notebook in Openscapes cookbook in the ICESat-2_MODIS_Arctic_Sea_Ice warnings

The Harmony notebook in the NASA Earthdata Cloud cookbook is being updated to be more general - the title currently has IS2 in the title, but since the notebook will also contain SMAP data examples, an update to the title in the url and within the notebook are required. This will trigger the need for an update to the url referred to in these places:
