[Release] Remove classifier when publishing to maven central

Current release includes a classifier which is not supported by gradle catalog on the consumers end.

The goal is to remove this and and ensure there is no need to include the classifier when using the library.

We removed the classifier and tagged a new release in #1738. However it seems that the android aar isn't pulled in correctly without an explicit classifier here: ooni/probe-multiplatform#881, which forces us to include it in the android dependencies. The change required now is to allow using the classifier with android but also pulling in the aar correctly from maven in the mulitplatform
