MPI 4.1 - error handler argument to MPI_COMM_CREATE_FROM_GROUP

There were changes between versions 4.0 and 4.1 of the MPI standards concerning the use of the error handler argument supplied to MPI_COMM_CREATE_FROM_GROUPS and MPI_INTERCOMM_CREATE_FROM_GROUPS.
