Unable to install STM32 MCU based boards (The option is not available) on my boards manager, Arduino IDE 2.3.6

While I have added the following link to the 'Additional boards manager URLs ' in preferences,
https://github.com/stm32duino/BoardManagerFiles/raw/main/package_stmicroelectronics_index.json
I am not getting 'STM32 MCU based boards' option in 'contributed' type under boards manager.

This is more an Arduino IDE issue than an issue with the core.
You can check if the .json is downloaded in this directory:
C:\Users<your login>\AppData\Local\Arduino15

Anyway, If it fails to download you should have an error message.

I tried using Manual Proxy/HTTPS with no values to the host/port/username/pwd details. It now shows the STM32 based boards in board manager. But the next error is protocol error. Somehow the proxy seems to be timed. After soem time period, the connection gets lost and resumes randomly. After about 20% of installation I got the following error:

Unfortunately, I have no more clue.
