Did the window tiling downward get changed?

Right still works fine but down opens the new window at max height instead of adjusting all windows to take up equal space, so the window that's now supposed to be above gets completely squashed by the new window and has to be expanded, or the new window has to be compressed, both of which make the other window now stick to the one's being resized edge. Super weird and unexpected change of behaviour. The only thing i could suspect for this is a new monitor i hooked up but is that really it? Anybody else noticed something similar?
