Change percent .janno fields to 0-1 scale

This comment of @TCLamnidis reminded me of a suggestion I wanted to bring forward for a while already:

We have some .janno columns that scale between 0 and 1 and others that scale between 0 and 100. They get frequently mixed up. Would it be feasible to switch all of them to the 0-1 scale? This would make the validation easier.

I'm aware that this would be a breaking change.

I am all for it.

We would probably have to see how many packages would even be affected. I am fairly sure we've allowed 0-1 scaling in multiple cases to the archives, meaning only part of the packages would even need updating.

But it does require a change in our entire repositories. I am not afraid of this anymore, after I've made my first bulk-update recently, but it does need to happen I guess. Oooooor, we simply do not update the old packages to the newest Poseidon, and have trident handle this internally and rescale values according to the Poseidon Version of each package ? Hmmm....
