Need to consolidate test functions that are the same functions/functionality across IDM test modules

Description:

Follow-up to consolidate test functions for IDM test modules into a single support module for easier reuseability.
This would be similar to the support module created for the CADMIN tests currently.
Example is mentioned in IDM_3.2 where it has similar functionality as in IDM_2.2 test module
