Create a Tutorials page with a new layout

Describe the use case
We would like to provide a place for those who would like to learn, hands-on. about a specific skill to land in order to use in a workshop, or for those who are not following the Launchpad curriculum

Currently, it's difficult to plug and play some of the great hands-on tutorial content we have, and would like a landing page to access 'tutorial courses' where they can

Proposed Solution
Implement a new navigation and menu, building a 'tutorials' page where we can have individual tutorial sets

Acceptance Criteria
There is a new layout & navigation for the entire page, with a separate page for the tutorials, as shown in the images
