Update web3.storage in Dev Tools

Create a standardized format for all tools in the 'Dev Tools' section

**Describe the problem**
Web3. Storage should follow the format of summary + suggested tutorial. We can add in a vey basic tutorial of how to add a file to web3/ storage & view on IPFS
