Provide information on bundled libraries

Wheel distributions currently ship with lots of Rust dependencies, complicating license analysis.

I would like to propose adding the necessary attribution metadata (especially package, version, license, notice) for the bundled libraries to be able to fulfill licensing and attribution requirements more easily. A first step might be to include the Cargo.lock in the wheel files, although proper licensing data (as mentioned before) is highly appreciated.
