🐛 [Bug] perf_run.py script doesn't support TRT10 and there are some known bugs

##  Bug Description

1. perf_run.py script doesn't support TRT10
2. There are some known bugs
3. more arguments are needed like `optimization_level` to TRT, `--onnx` to bypass TRT conversion to ONNX
