Re-enable required windows+macOS checks

I don't know why, but GHA branch protection rules are being really uncooperative.

For now I just disabled the `macOS-latest` and `windows-latest` checks as being required, with the idea to just come back in >1 week. I suspect there might be a cache flush needed.
