Move to UV for project and dependency management.

We are currently not using any dependency or project management tools in skd-python. We should be using uv.

which project are you referring to in "our project"? sdk-python uses pip and we're good with it, no need to use another tool.

@objecthuman after discussion this offline with @slinkydeveloper, we've decided to put a pin in that, because we are using Maturin for the build and release process, as it is for the most part a wrapper on top of the shared core.
So let's stay with that at the moment.
