[cling] Problems with many DynamicLibraryManager tests on macOS

#16258 proposes to disable many DynamicLibraryManager tests on macOS that never worked on that platform since their introduction (they pass fine on Linux). The tests should be debugged, fixed, and eventually re-enabled.
