Tracking Issue for test case disabled in QNX Neutrino `tests/ui/process/process-sigpipe.rs`

While adding QNX Neutrino support to the standard library with #106673 ,
it was found out that the test case tests/ui/process/process-sigpipe.rs fails due to yes being unavailable which the test uses.

To be able to continue, it was decided to disable the test and fix it separately.
