Workspace comments are not being imported

If you load a 1.x project that has a workspace comment, such as # 62824, currently the comment does not appear on the workspace.  It should.

## Steps to reproduce
Load the project listed above in 2.0
Note: the "Ball" sprite has a workspace comment in the code
Load the same project in 3.0
Note: there is no comment in the "Ball" sprite
