Cleanup compiler and linker warnings in the Windows build

Right now, the CPU build succeeds on Windows, but there are a lot of warnings being emitted:

1. Various compiler warnings. Most, if not all, appear to be harmless/noise.
2. Linker warnings related to unsupported linker switches
