What's holding this back from being a package install?

Is it essentially all the elements in the resources directory?
What else needs to be publishable to allow this to be a package that can be installed in a standard laravel install?
Or alternatively installed by it's own composer create-project ...

Even the official Laravel Starter Kits are not installable as packages but rather, same as Wave, they are just stand alone projects.

You can just use laravel new my-app --using=devdojo/wave rather than composer create-porject....

Ah I didn't realise it was a Laravel Starter Kit.
Can I add this to https://github.com/thedevdojo/wave-website/blob/main/content/docs/install.md ?
