[$15] 50% icon- No tooltip info

Env: Mac OS 10.10.1 Chrome40

Go to arena.topcoder.com and login with valid user details
Register for a contest and enter into it
Open any problem and observe the 50% icon

Actual:

Being a first time user of this icon, I am not very sure what is this icon for until I read the test case related it.

Expected:

It would be good if there is a Tooltip displayed indicating the usage of this icon.
