Spawn bot as level 60 and permanently place somewhere

Is there anyway i can spawn and permanantly place an npcbot somewhere, i.e. Stormwind, and have it always stand there as level 60, even if its not currently hired by anyone?
It seems when i spawn a bot and move it to my position, its always level 80. Even if i actually edited its level in creature_template. It corrects itself back to level 80 when its spawned
