NPCBot casters can't use spells in dungeons/raids

NPCBots with AzerothCore - As the title suggests casters cannot use spells in dungeons and raids, they appear to reloadconfig and lose their mana bar with skull levels. I can only get them to use wands and melee but no heals, etc. I have tried updating the worldserver.config but cannot seem to find any related debug setting. I haven't found any topics elsewhere relating to this issue.

Edit: The bots work in the world. However they bug when I enter an instance, and they remain bugged after leaving the instance even with .reload. It only works again after I reload worldserver.config.

I tried both dungeons and raids on level 50 and 80 and didn't see anything like that.
File a proper bug report please, explaining what bots you use and steps to reproduce the problem; include a screenshot or two.
