Automatically clear the JIT cache if the cache fails to load

See woct0rdho#90 , and this is not Windows-specific. With the increasing popularity of Triton to accelerate large AI models, there is a lot to be done to improve the user experience, such as a convenient method to invalidate or clear the cache. Do you have any idea how to do this?
