功能描述 / Description

证书颁发机构中允许用户添加自定义CA证书的公私钥，以实现基于此CA的自签证书签发。

请求动机 / Motivation

目前平台还不能管理自签证书，但是在内部运维场景中使用自签证书管理内部服务是比较常见的。

其他 / Miscellaneous

可以优先考虑：#657，更通用
