Add CLI capability to compare 2 benchmark tests

Currently we can do comparison only in UI.
We want to add a capability to compare 2 benchmark tests via CLI, so it can be used in CI/CD.
CLI params can be:

• Benchmark path
• base test
• new test
• allowed diff
