Enhanced Navigation with 'WebTools' Button Across Subpages, Resolves #231

This pull request resolves issue #231, "Link Subpages to Main Page for Improved Navigation in WebTools," in the ArduPilot/WebTools repository. The following enhancements have been implemented:

1. Added a consistent "WebTools" navigation button on all subpages, enabling users to return to the main page easily.
2. Implemented a header with a "WebTools" button on subpages for seamless navigation.
3. Modified the "UAV Log Viewer" link to open in a new tab using target="_blank" and rel="noopener noreferrer", maintaining security by preventing the new tab from accessing the opener’s window while allowing users to keep the WebTools page open.
4. Added a "WebTools" button to the menu bar in the "Telemetry Dashboard" under "Work in Progress Tools" for improved accessibility.

These changes enhance navigation across the WebTools suite, improving the overall user experience.
