Translation: Add Turkish locales

Hello,

This PR introduces Turkish translations for Frontend, Backend and Laravel core translations.

I've compiled and I did not get any errors.

For backend, I've referenced ru.json as blank template.

This is my first PR to this project, so please let me know if I need to do anything else.
