OSIDB-4484 Fix references/acknowledgments state management

Checklist:

Summary:

createReference and createAcknowledgment weren not capturing server responses
to update the UUIDs remained as "new" after saving.
Also savedValues array wasn not beingupdated after successful saves.

Changes:

  • Fix state management for refs/acks
  • Update saved items with server response UUIDs

Closes OSIDB-4484
