Webkit package was not building again because it outputted to the root dir instead of the browser dir.
Also added types for ChromeDevToolsProtocol and types for constSysfsExpr in webkit as it already worked with the transpiler it was just giving type errors.
I would prefer if this pr didn't get squashed, to keep the git history and keep the 3 things separate so it is a clean git history
