Summary
Rewind currently won't seek beyond app calls, but if we clear AppLocalState and AppParams (CreatedApps) we can skip past them. This also clears out part key information when skipping past keyreg transactions — previously the wrong (and most current) participation data was returned if you skipped past a keyreg.
