[improve][client] allow override of default global jsr310 conversion

Motivation

There are avro schemas that do not include any properties. Allow setting the default global of jsr310 conversion to true if the client already generated java objects using that avro schema

Modifications

Keep current functionality but allow a pulsar client user to change the default global jsr310 conversion to true
