Quest - Imprisoned in the Citadel - does not complete for alliance players.

Current Behaviour

The quest giver is present (that's an old and now fixed bug), but the quest does not complete for alliance players.
This bug was first reported on Chromiecraft here: chromiecraft/chromiecraft#7948

Expected Behaviour

Once the NPC "Shattered Hand Executioner" is slain, the quest should complete.

Steps to reproduce the problem

1. .mod rep 946 99999
2. .additem 30622 (heroic dungeon key)
3. Enter heroic The Shattered Halls (.tele hellfirecit)
4. Accept quest midway through dungeon and slay the executioner at the end. The quest does not complete.

When I made the issue, I wasn't sure if I was able to fix it. Otherwise I wouldn't of opened this issue.
