Update licensee version for rocket league to fix auto detection of game
Exported GLTF files failed validation in SharpGLTF due to rounding issues so I increases the precision.

* update licensee version for rocket league

* skip unpacking and decrypting already decrypted rocket league packages. The game no longer uses a fixed encryption key.
