    Add Agent Pool Scoping for Projects Documentation (#563)

    ### What
    Updates the Workspaces, Projects, Organizations, and Agents API
    documentation to reflect the addition of the new agent pool scoping for
    projects functionality, which includes allowing agent pools to be scoped
    to projects, workspaces to be excluded from agent pools, and a new
    `setting-overwrite`, which defaults to the project-level.

    Additionally, updates the Projects and Agent Pools documentation to
    reflect the new default execution flow, the ability to scope agent pools
    to projects, and the ability to exclude agent pools from workspaces.

    These documentation changes are relevant to the work that has been done
    for the agent pool scoping for projects feature. Here are the relevant

    This docs change is following up [feedback on this
    PR](hashicorp/terraform#37256 (review))
    that makes Terraform protect the default workspace in `workspace delete`
    commands. Note: that PR doesn't change user-facing behaviour, but makes
    Terraform do the protecting, instead of how the backends are all
    implemented.

    We could add a warning box about the provider-defined functions being
    available only in Terraform 1.8+ but AFAICT we are trying to move away
    from such convention in favour of simply implying the version

i think multiple code blocks in line like this goes against our style guide and just looks off to me. also still feel that these should be within the context of a module block. other option is just a list of code-formatted strings and not code blocks.
