Issue
no specific issue just seeing tests fail
Description
It seems like there is a small window between a cluster being created and the ability to log into in fyre which disrupts automated testing
Test Results
cluster successfuly created and logged into (it worked on first try so didn't need the retries but proves this should be no worse than what we currently have)
