Add postgresql-client in all versions

Hello,

we have seen that you add the PostgreSQL libraries but not the client which is necessary for Laravel to connect to PostgreSQL.

I leave it added to the 3 Dockerfiles.

I've also run into an issue that required this change.

The Postgres client is required if you have a squashed database schema that needs to be run as part of PHP artisan migrate
