modify the language of the README file to more directly address that the Windows builds are no longer supported or maintained.

The Windows-based containers for Microsoft SQL Server have been deprecated for a while now, see #684 (comment)
This PR modifies the language in the README file to address this, stating that they are not recommended to use in production, and that they're left up for archival and reference. Addresses #920
