Description

Bumps netdev to 0.37. Before this PR, we had both 0.36 (through direct dep in iroh) and 0.37 (through netwatch) in the dependency tree.

Bumped to 0.38.1 and added a git dep onto netwatch - is this what we do inbetween releases when our own deps are not yet released?
