This pull request adds a document outlining the LaVoixLocale project, which aims to empower linguistic minorities through AI, open data, and open-source principles. The document details the problem statement, project vision, target audiences, core features, goals, key performance indicators, implementation approach, sustainability plan, SDG alignment, and next steps.

Key additions include:

  • Problem Statement: Highlights the challenges faced by linguistic minorities, such as invisibility, fragmentation, limited recognition, educational gaps, and gender disparity.
  • Project Vision: Describes the goal of creating a self-sustaining ecosystem for linguistic minorities to preserve their cultural heritage and actively participate in the digital future.
  • Core Features: Lists the main features of the platform, including a curated repository, AI recommendation engine, community hubs, open dataset, contribution platform, and impact tracking.
  • Goals and Objectives: Sets specific targets for the platform's launch, including the initial dataset, AI functionality, community partnerships, and documentation.
  • Next Steps: Outlines the immediate, medium-term, and long-term actions required to develop and scale the platform, including data collection, prototype development, community onboarding, and impact assessment.

This project is still work in progress we will be updating this with more content and data.

We can merge this as a skeleton for now on what we have been able to work on during the unconference and we will keep improving this together with (Steve)[https://github.com/yokwejuste] as we go on with the project.
