8347381: Upgrade jQuery UI to version 1.14.1

Clean backport of JDK-8347381 that upgrades the jQueryUI library to v1.14.1, for parity with 11.0.29 and because it's always a good idea to keep these updated.

This is compatible with the already bundled jQuery 3.7.1.
