Previously,
InferenceAnnotatedTypeFactory.getTypeDeclarationBoundsreturns a set of top annotations if it cannot find anything in its cache. This behavior doesn't return the precise declaration bounds. In this PR, we are going to userealTypeFactory.getTypeDeclarationBounds(type);and convert them into the corresponding VarAnnots.
