Use standard cargo patching feature by referencing the draft PR (rustls/rcgen#272) instead of using the patch-crate .
The previous patching seemed to break (CI was failing) and doing the default
cargo buildwould fail and trying to patch it manually using thepatch-createcommand would also fail due to the clap version dep constraint not being met.
