add regression report to hud

Details

• Add regression reports in compiler inductor as siderender option
• Add regression list page as part of action in compiler inductor card
• Support single report view -> mainly used for regression notification access and details
• Support table and chart view for regression
• Support view policy for regression detection

next step

• pop up regression notification if there is a report with regression
  • optional [allow user to view simple regression report in benchmark regression page]
• also pop warning if the regression report is not generated for more than 3 days
