In order to comply with the check-licence-header.sh script located in the github-workflows repo the licence header string needs to be updated. Script can be found here: https://github.com/swiftlang/github-workflows/blob/main/.github/workflows/scripts/check-license-header.sh This will allow us to enable the licence header check in the new GH Actions PR workflow.

This allows us to turn off the licence check GitHub Action temporarily until we can merge swiftlang#1176, which unblocks swiftlang#1159, allowing us to start using the GitHub Actions CI flow.
