This optimizes one loop when reserving new signaling semaphore.

The call to px4_arch_gpiosetevent didn't set the "event" flag to "true". Some platforms just ignore this flag and always enable the event, which is the reason that this happened to work on those. Signed-off-by: Jukka Laitinen <[email protected]>

We cannot allow the running task to switch to another CPU after reading hartid, otherwise we will use a stale value. Fix this by reading hartid after disabling local interrupts.
Use one single .ulge file to store both wrapped symmetric key and encrypted ulog data instead of creating separate .ulgk/ulgc files
