Included in this PR are some additions and corrections to the Brazilian dados.gov.br open data portal use case.
Note: the challenges section was reused from some notes for a talk I had prepared in English, and contain some organizational/political challenges. In case some of these are out of the scope of the DWBP WG, just let me know and I'll remove them.
